Nature of Work

Office of Nutrition Services (ONS) Retailer and Farmer Management Division Director is responsible for developing, implementing and evaluating a statewide food delivery system in accordance with federal regulations for the Special Supplemental Nutrition Program for Women, Infants and Children (WIC) and WIC Farmers Market Nutrition Program.

This position is responsible for:

• Directing the efforts of four staff to conduct authorization, monitoring, training, and compliance investigations in approximately 260 authorized retail locations and 200 farmers/farm markets as well as address customer service issues and allegations of abuse or other forms of noncompliance or accessibility issues.
• Managing the Electronic Benefits Transfer (EBT) solicitation and contract administration in partnership with the WV Office of EBT Services, as well as leading EBT Advanced Planning Document development and food delivery modernization efforts.
• Serving as the ONS vendor manager contact for 1) US Department of Agriculture, Food and Nutrition Service; 2) contractors; 3) food manufacturers; 4) corporations; and 5) grantees.

Minimum Qualifications

Training: Master's degree from an accredited college or university in the area of assignment.

Substitution: One year of full-time or equivalent part-time paid experience as described below may substitute for the Master's degree.

Experience: Three years of full-time or equivalent part-time paid professional experience in the area of assignment, one year of which must have been in a program administration capacity.

Substitution: Post-graduate training in the area of assignment may substitute through an established formula for the non-supervisory experience.
